Rationale

Some confusing has existed about the types of Rockwell hardness testing machines, This work item will add Discussions to the existing definition of "Rockwell hardness testing machine" to reference the three types: fixed-location, movable, and portable. In the ballot process, this work item will be held until technical changes are made to E18 under other work items, so no new version of E18 will be created from this work item alone.
