Rationale

With the inclusion of portable Rockwell hardness testing machines that can meet the verification requriements of E18, the term "fixed-location Rockwell hardness testing machine" should be formally defined. E18 already uses this phrase in Section 5.8. This work item will also promote harmonization with the existing definition used in A370. In the ballot process, this work item will be held until technical changes are made to E18 under other work items, so no new version of E18 will be created from this work item alone.
