Rationale

These proposed changes clarify E140 section 7 and harmonize terms throughout the document. These changes to E140 Section 7 were proposed during subcommittee discussion of a prior E92 ballot and are intended to be appropriate to propagate into E92, E10, and E18 when those documents are next revised.
