Chapter 3—Design and Performance Standards

The ASTM Committee on Research and Technical Planning is undertaking an effort to review and clarify the respective roles of design and performance standards in the ASTM voluntary standards operations. This required a broad view of the problem, starting from basic definitions of standards and understanding of how such standards are used both in engineering practice and regulatory utilization. On this basis this chapter analyzes perceptions of: (1) definitions, (2) design and performance standard use considerations, and (3) acceptance and achievement standards and their roles. In carrying out the study a great deal of attention has been given to the basic understanding of how such standards may be used most effectively.
