According to Federal and California environmental regulations, no control of vapor emissions from storage tanks is required if the true vapor pressure of the product is below 10.3 kPa (1.5 psia). Data analysis shows that even for a 15.5°C (60°F) flash point fuel, the true vapor pressure will not reach 10.3 kPa (1.5 psia) until the fuel reaches a temperature of 60°C (140°F) or higher. Flash point reduction of jet fuels to 32°C (90°F) or 27°C (80°F) therefore would not require changes in storage facilities or handling to meet Federal or California vapor emission requirements. The Occupational Safety and Health Administration regulations on benzene concentrations would not be impacted even if flash point were reduced to 27°C (80°F).
