This paper discusses program strategies of the U.S. Environmental Protection Agency's Environmental Monitoring Systems Laboratory; the strategies under consideration are strategies for standards development for hazardous waste incineration. The paper discusses the goals of the program, the selection of compounds for standards, the selection of compound concentrations for standards, the stability of standards, the traceability of analyses to NBS gas standards, a comparison of the compounds selected versus the current need, and the availability of the standards.
