    Abstract

In this chapter, we review some of the responsibilities the users have in providing applicable information to the EP. We review the definition of the EP and consider some of the general responsibilities of the EP. We identify that the primary responsibility of the EP is to conduct the Phase I ESA. This responsibility involves thorough knowledge and appropriate application of the E1527 Standard Practice.
