    This document is intended to provide guidance to designers, specifiers, inspectors, testing agencies, producers, and contractors in determining how coal fly ash and other supplementary cementitious materials will perform when used in concrete mixtures in combination with hydraulic cements

The guide will also address considerations for including these existing and emerging methodologies and tests in materials specifications. The user of this document will be designers, specifiers, inspectors, testing agencies, producers, and contractors.
