    Rationale

    Ballot B07 21-01 Item 005 (WK75054) recently passed. This was to remove the Method 1 correction procedure because that correction procedure can give incorrect results in some circumstances, and its not possible to discern these circumstances without additional data not available at the time of the measurement. However, the remainder of the document is retained because it provides a range of useful indicators of and methods to manage residual stress effects in E399 test specimens and data, and new references are included to methods that may be useful for measuring the effects of residual stress. The current ballot is intended to address the comments received on the prior ballot. Editorial changes to sections 5.1.6, 6.1, 7.1 and 8.1. Minor changes to section 4.1.1 and note 1a, 7.1.1, and 7.1.3.
