    Rationale

    Work order pertains to testing requirements of A193 B7 studs that have been manufactured from threaded rod. A962 does not provide clear guidance for carburization/decarburization requirements in the common instance where A193 B7 studs are manufactured by cutting them from A193 B7 threaded rod. T-rod manufacturers arent testing for carb/decarb because A962 indicates threaded solid bars when defining bolting material. A962 only lists bolting components as having carb/decarb testing requirements. The issue arises that the manufacturers of the studs cant go back to the t-rod supplier and dispute a carb/decarb issue.
