    Rationale

    Standard is up for five year review. The last detailed review was in 2011. In 2015 the standard was re-approved in existing form. For this revision several sections will be revisited, clarified, and updated. In particular, the scope will be clarified to relate to F factor, safety factor. A new section will be added to estimate required box compression, rework/modification of X6.1.1. The current X4.1 on ECT will have additional information added to clarify how to use this approach. This Standard has been to ballot twice and it received a negative in both voting actions regarding a number of factors. Additionally, a number of comments were received from the first ballot all were addressed.. A major objective of the first ballot was to solicit feedback. The negative was found persuasive. The purpose of the second ballot was to see if consensus was possible when changes to the first ballot item were made. But, removal of sections dealing with flat crush were unacceptable to the negative voter in the 2nd round.. This version of the WK retains most changes suggested to the first version including addressing all comments. This third version has been modified to address negative received on the 2nd ballot iteration. . Major changes were made to the sections 7.5 -7-6 on combined board caliper and flat crush.. The changes shown in this WK have been agreed to by both persons who voted negative in the first two ballot versions. All changes to the original document remain shown in the markup. This version is put up for SC ballot only.
