    Rationale

    Within the current document, there is a figure for estimating the spacing factor (Figure 4). It was discussed in the task group that this appears to be historical and no one is using the figure, instead always calculating the value given the provided equations. As such, it was decided to ballot for the removal of this figure, which includes reference to the figure in the text.
