    Rationale

    This ballot proposes to modify the distillation limits of D7566 Table 1, Part 2, from minimums of 15C for T50-T10 and 40C for T90-T10 to minimums of 10C for T50-T10 and 20C for T90-T10. This ballot does not modify the distillation requirements that are contained in the ASTM D7566-19 annexes for the 100% synthetic hydrocarbon blending components, but only is modifying Table 1 Part 2. Table 1 Part 2 applies to the final jet fuel product, after blending of the synthetic hydrocarbon with a conventional jet fuel that is compliant with D1655. ASTM D1655 Standard Specification for Aviation Turbine Fuels, does not specify a minimum for T50-T10 or T90-T10. This creates a potential scenario where the resulting jet fuel (after blending) will not meet the current T50-T10 or T90-T10 minimums in Table 1, Part 2 of D7566. This may limit the ability for synthesized hydrocarbons to be blended. Survey information indicates that over 10% of the worldwide commercial jet fuel that is compliant with ASTM D1655 does not meet the current ASTM 7566 minimums of 15C for T50-T10 and 40C for T90-T10 contained in Table 1, Part 2, and this has not resulted in any known aircraft operability issues. To better align with the current commercial jet fuel supply, the new limits were selected to encompass over 99% of the petroleum jet fuel currently in commercial supply (based on US Department of Defense (DOD) Petroleum Quality Information System (PQIS) analysis of jet fuel data). Supporting presentations are attached at the bottom of this document. Ballot History: A revision to specify the D7566, Table 1, Part 2 distillation limits as report only was originally balloted to Subcommittee J as Item 013 of ballot D02.J0 (19-03). That ballot item received a voting record of 67 affirmative, 3 negative, and 129 abstentions. That ballot was withdrawn, and a new ballot was authorized to incorporate revised limits at the June 2019 meeting in Denver, CO.
