    Rationale

    The attached revisions to E2691-16 are being sent to you for E06.81 Subcommittee balloting. The primary purpose of this revision is to update Appendix X2, Enhancing the Use of the Job Productivity Measurement Standard Practice with Common Cause Variation Measurement, to include a reason code dictionary that consists of commonly occurring obstacles that impact labor productivity in the construction industry. This will enable practitioners of JPM to have a more focused codification of obstacles. Please note that the main body of E2691-16 will not change, and will not be included in this ballot item.
