    There was a negative that was withdrawn on a recent ballot for E651 around the discrepancy in definition of plane-stress fracture toughness, Kc, in ASTM E561 and ASTM E1823. This discrepancy will be addressed in E1823 in the current work item and then would be an editorial change to E561.
