Although this effort was originated by a need within the U.S. Federal government, the scope of the standard is universal. Scope identified in the draft: 1.1 This standard addresses considerations for entities to acquire, use, and dispose of assets so as to minimize assets identified as excess to the entity. Additionally, this standard provides guidance to entities to effectively identify excess assets. 1.2 This standard does not override or increase requirements specific to governmental authorities, or entities operating under a contract with specific requirements. However, to the greatest extent practicable, the guidance in this standard should be considered by these entities where efficiencies may be gained. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.

Several other ASTM standards touch on related topics, but none specifically talk about the proactive identification of excess property. Users will be any entity managing moveable assets. Additionally, this standard ties together the perspective of ISO 55000 to the daily management of an entitys assets. 4.1 This standard addresses considerations for entities to acquire, use, and dispose of assets in ways that result in assets being used efficiently, thereby reducing the amount of excess generated by the agency. 4.2 Additionally, this standard provides guidance to entities to effectively identify assets as excess and select the most efficient method of disposal. 4.3The entitys Strategic Asset Management Plan (SAMP) (see ISO 55000) links the entitys business vision and plans to its Asset Management Plan (AMP), by acquiring, using, and disposing of assets to best support the accomplishment of the entitys mission. The identification of excess assets is an integral part of this SAMP. 4.4An entitys AMP must address how to identify and dispose of assets no longer needed. 4.5This guide will serve the entity in minimizing and identifying excess assets; however, emergent unforeseen situations and changes may arise which require the use of employee expertise and experience.
