    Rationale

    This ballot is being proposed to allow users to choose the method for conducting quality control on samples and moving Statistical Quality Control (SQC) processes to the Appendix and non-mandatory section of the method. Negatives for the removal of the SQC were found persuasive in support of the removal of the SQC requirement for many reasons which included reasons such as; no root cause determination due to the method being a technique driven method (technique is controlled by training), diesel fuel samples have an average mean of 0.00 wt% (diesel fuel samples cannot meet SQC requirements as outlined in ASTM D6299), and method already requires duplicate analysis which satisfies ISO 17025 requirements. This ballot provides alternative methods to controlling quality without using SQC.
