    Rationale

    ASTM E1050 and C423 require the reporting of the atmospheric pressure and temperature. We propose a change that brings this standard into alignment with those. An additional change proposed to add the optional reporting of the four frequency-dependent transfer matrix elements: T11, T12, T21, and T22. These elements are used to determine a number of acoustic material properties. Further these elements provide information that may be used alter the material properties, design new materials, and to predict the behavior of composite or lay-ups of several materials proving to be quite useful for the end user to have available. A list of references is also added for those who wish to utilize the transfer matrices for modeling behavior. Finally, a change to Terminology section 3.1.3 is proposed to read normal incidence sound transmission loss. This change will separate the value determined in this standard from the definition of sound transmission loss found in ASTM C634. This will aid the user in the understanding that the quantity is not directly related to the values determined in the ASTM E90 standard.
