    Rationale

    Ballot E60-01 (19-01) received several persuasive negatives (Houska, VanGeem, Mistry, and Phelan). That ballot has been revised as shown below. The rationale for the ballot is to provide consistency across E60 standards by referencing E2114 and avoid duplication of definitions. The building terminology is defined in ASTM E2114 as follows: building, n(1) A shelter comprising a partially or totally enclosed space, erected by means of a planned process of forming and combining materials. (2) The act or process of constructing. Deleting the reference in E2921 will default to the definition E2114 above.
