    1. Scope

    1.Scope 1.1This practice prescribes minimum requirements for the inspection and maintenance of steam locomotives. Steam locomotives are described as a self-propelled unit of equipment operating on rails, powered by steam, that is either designed or used for moving other equipment. This includes a self-propelled unit designed or used to carry freight or passenger traffic, or both. 1.2This practice applies to steam locomotives operating on any track gage, which is the distance, measured perpendicular to the longitudinal axis of the rail, between the inside faces of the two rail heads of the track structure. 1.3Because of the broad scope of this practice, the wide variety of operating conditions, extreme variation in size of locomotives, differences in construction codes to which locomotives have been built, and jurisdictional differences under which they operate, it is recognized that specific requirements will vary between individual steam locomotives.. The purpose of this practice is to identify and prescribe, where possible, the basic procedures historically known to contribute to suitable operation. This practice also suggests alternative procedures and provides guidance for seeking approval for procedures not contained herein. 1.4The language and terminology in this standard practice is used within the context of the steam locomotive industry. 1.5This practice includes an appendix (non-mandatory), which provides additional information (for example, rationale, background, interpretations, drawings, commentary, and so forth.) to improve the users understanding and application of the criteria presented in this practice. The appendix information shall not be interpreted as mandatory criteria. 1.6Units - The values stated in inch-pound units shall be regarded as the standard. Other units are included for reference only. 1.7This practice does not intend to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitation prior to use. 1.8If quantifiable justification is provided by the owner or operator that a substitute or omission of a requirement is appropriate for the given operation, relief from the Authority Having Jurisdiction shall be given.
