    Rationale

    This standard was recently revised and reapproved. In the ballots, there were two comments and a negative (withdrawn) that warranted attention: 1)One comment stated that there should be a procedure for checking the needle used in the test. A procedure in line with the requirements of ASTM D3666 and AASHTO R 18 was added. 2)The negative was that the thermometer language was not current with D04 standards. The language was accordingly revised with relevant changes to referenced standards in Section 2.1. 3)The second comment noted that Section 7.3 would be cleaner if it were tabulated. Done. After the July 19, 2019 Subcommittee ballot, a Note was added to clarify needle checking with a loupe. In the October 3, 2019 concurrent ballot, there were persuasive negatives on the language for needle checking. These are turning out to be quite troublesome and a task group is working to come up with a suitable procedure and guidance. In the meantime, the other two parts of the ballot, Sections 6.7 and 7.3, went through unscathed. Those two parts are now being reballoted. The permissive language on the cone in 6.2.1 is also corrected.
