    1. Scope

    Establish a set of generally agreed-upon guidelines for an effective quality management system (QMS) framework for an organization, regardless of size, that needs to demonstrate its ability to provide cannabis/hemp-related products or services or both that consistently meet consumer safety and applicable local and state regulatory requirements throughout the supply chain. This guide is meant to encompass both recreational and medicinal cannabis activities associated with cultivation, processing, packaging, labeling, testing, laboratory, and distribution activities. This guide will focus on the core fundamental elements of an effective QMS necessary to assure consumer and product safety; product efficacy; and adoption from industry, local, and state governmental agencies. Using basic quality principles, guidelines, industry best practices, and regulations ensure a robust, yet practical, familiar, and easy to understand and implement set of guidelines that is adaptable to any size of an organization.
