    Rationale

    The propsal is to reword section 7.1.1.1. Language is added to not allow penetration of the missile. Language is added to clarifiy application of the 3 sphere test. The note is based on criteria from ANSI Z97.1 Safety Glazing Materials Used in Buildings - Safety Performance Specifications and Methods of Test. A less ambigous interpretation of the tear failure is developed. Finally, the section is organized such that there is no confusion that all three of these criteria must be evaluated.
