    1. Scope

    1. Scope 1.1 The focus of this document is to provide a standard guide for the best practices, minimum requirements, and general recommendations for a reliable, maintainable, and cyber secure Security Control System (SCS) design; a design that also facilitates safe modifications and/or upgrades. The scope therefore covers all SCS designs (hardware, software, network, etc.); those in development as well as those targeted for expansion or upgrade. 1.2 Limitations: This standard guide does not purport to address all of the potential safety and/or cyber security concerns relevant to Security Control Systems (SCSs). It is the responsibility of the user of this standard guide to insure and establish safe and cyber secure SCSs as well as determine the applicability of regulatory limitations prior to use. Likewise, due to the wide variety in SCS designs, the best practices, minimum requirements, and general recommendations in this guide are not comprehensive but are instead focused on the more common technologies and system architectures planned or in place in the corrections facility community. 1.3 No Guarantee: The specified minimum requirements for the relevant technologies and architectures in this standard guide do not guarantee the reliability, cyber security, and safe upgradability of the SCSs but should be viewed as the required minimums without which the reliability, maintenance, and safe upgradability of these systems would be suspect.

    There is no existing standard on best preactices for electronic control systems in Detention and Correctional facilities.
