    1. Rationale

    The CPSC does not recognize the referenced test method in their Toy Laboratory Testing Manual and this test has not been typically applied in practice. A visual inspection of the material using optical microscopy is proposed as an alternative. Reference to the PA state law requirements should be deleted because state laws should not be referenced in ASTM standards which have been adopted as law by the CPSC.
