The purpose of this standard is to facilitate development of a Construction Waste Management (CWM) Plan. This standard applies to construction and demolition of buildings and other structures. It includes all wastes generated on-site including construction products and material waste, construction product and materials packaging, construction office waste, food waste, and food and beverage packaging waste. Waste generated in the manufacture, preparation, or fabrication of materials off-site is not in the scope of this document. This standard does not address hazardous wastes such as asbestos or lead. It is the responsibility of the user of this standard to ensure that federal, state, and local laws and regulations as well as applicable construction codes are consulted; and that the most stringent requirements are followed. For instance, it is the responsibility of the user of this standard to establish appropriate material handling and management procedures as well as safety and health practices for worker protection.
There is no current ASTM or consensus process developed practice for the management of construction waste. The end-users would be contractors, architects, building owners/reps, consultants and potentially government, all of whom have an interest in reducing site wastes.
