    1. Scope

    1.1 This specification applies to the maximum content of lead in polyvinyl chloride (PVC) and their components used in products intended for children up to and including 14 years of age. 1.2 This specification includes all products that are intended to be entrusted to or for reasonably foreseeable use by children including, but not limited to, the following: 1.2.1 Toys; 1.2.2 Juvenile furniture; 1.2.3 Playground equipment; 1.2.4 Juvenile products: strollers, carriers, and so forth; 1.2.5 Childrens clothing; 1.2.6 School supplies; 1.2.7 Recreational equipment; 1.2.8 Childrens jewelry; 1.2.9 Lunch boxes and bags; 1.2.10 Baby bottles, bibs, and pacifiers; 1.2.11 Raincoats; and 1.2.12 Backpacks. 1.3 This specification establishes a maximum level of total lead content in each PVC component in a product and outlines testing methods to determine such a level. 1.4 The values stated in SI units are to be regarded as the standard. The values given in parentheses are for information only. 1.5 The following precautionary statement pertains only to the test method portion, Section 6, of this specification: This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.
