1. Scope

1.1 This guide covers the design, construction, operation, inspection and maintenance of oil spill response vessels (OSRV) used in the oil spill response and recovery service. Its purpose is to help ensure that all OSRVs, regardless of size or capabilities, are designed appropriately to ensure both personnel safety and environmental protection. 1.2 This guide is intended for use by all persons planning, designing, building, operating, inspecting and maintaining OSRVs. This guide is intended to specify minimum equipment and system requirements for the following: stability, maneuvering including steering and propulsion, electrical, auxiliaries, hazardous areas, fire protection and fire fighting, habitability, and oil spill specific equipment such as cranes and recovered oil tankage. 1.3 Limitations - This guide does not constitute regulations or ship classification rules, which must be also consulted where applicable.
