Abstract

Representatives of the pulp and paper industry in the United States have assembled guidelines for preparation for regulatory agency inspections of the framework of quality assurance associated with self-monitoring data collected for National Pollutant Discharge Elimination System (NPDES) discharge monitoring report purposes. These guidelines address effluent flow measurement; sample collection, preservation, and analysis; analysis methods quality control; and record keeping. This paper summarizes the guidelines and presents examples of the experience of the industry with quality assurance-oriented inspections.
