While the theoretical possibility of achieving near-perfect diffuse reflectance in a purely scattering material is longstanding, no attempt seems to have been made to develop scatterers with albedos of 0.999 and beyond. Such ultra-high albedo diffuse scatterers are now of interest because they offer the possibility for the development of shields against high levels of laser radiation.
