Abstract

This paper discusses the procedures used by the Amateur Hockey Association of the United States (AHAUS) for developing changes and for dealing with proposals for changes in the official playing rules sponsored by AHAUS for amateur ice hockey in the United States. The development of the rule requiring face guards is described as an illustration of the process.
