Most notably, regulatory agencies rely on monitoring data to develop and determine compliance with the environmental standards they have been mandated to enforce. Decisions made in reliance on such data often bear important consequences, including capital investment for treatment equipment, monetary penalties for noncompliance, and even imprisonment. This paper traces the source and evolution of the extensive monitoring requirements that the regulated community will face in the 1990s, and examines the legal concerns associated with the integrity of the resulting data. | ||
