One of the most important required elements of the Phase I Environmental Aite Assessments (Phase I ESAs) involves obtaining and reviewing records. Phase I ESAs do not involve any sampling. All of the other assessment activities, such as the interviews and the site reconnaissance, rely heavily on information uncovered in the records review portion of the Phase I ESA. The records review thus forms the foundation of the Phase I ESA.
