Abstract
This paper describes a method of producing reference specimens from low carbon steel and reports the results of a national proficiency testing by 45 laboratories. The reference impact specimens of low carbon steel are much cheaper than the traditional ones, and the proficiency testing proved that the specimens are valid for finding out the problems of impact machines. Furthermore, the data showed that an impact machine would represent the similar relative bias at a different energy level of reference specimen, so it is sufficient to use reference specimens with one absorbed energy level to verify impact machines annually.
