1. Rationale
There is a complete lack of injury data for conditions that are defined as partially bounded openings. There are no known incidents on public, soft contained, or backyard play environments. The absence of data was true prior to adding this test to the standard in 1998 and no data still exists today. Current ineffective test procedures rarely are executed properly and are considered confusing. Efforts to harmonize this change with CPSC will be required.
