1. Rationale

Change sample lot size from 20 tons to 30 tons. This change will adjust the lot size testing requirement to match current manufacturing practices.

Removing packaging specification MIL 163 from A416. Mil 163 has been eleminated and nor replaced. A416 must be revised to reflect this change.
