1. Rationale
Comments on a previous 2003 ballot revealed that this standard made more promises than it delivered. There were inconcsitencies in the scope. Some materials had a more complete treatment than others. In subcommittee discussions it was determined that the scope needed to be modified or the missing material needed to be supplied.
In addition, the review identified the failure to properly define some terms applied to thermal neutron characteristics used in the standard.
