1. Scope

1.1 This guide describes the current state-of-the-art of radiation monitors that may be used to detect illicit trafficking of radioactive and nuclear materials and should help establish the framework in which to produce performance standards for these systems. This document also provides information for selecting, calibrating, testing, and using these monitors as instruments to counter illicit trafficking activities.
1.2 Radiation monitors have been proven to provide an unobtrusive, efficient, and reliable means to detect small quantities of radioactive and nuclear materials. The effective application of radiation monitors depends on the selection of the appropriate monitor for the task, installing and operating them in a suitable environment, and conducting an effective program to test, calibrate, and maintain them. A training program for the individuals using the monitors, particularly for hand-held or pocket type monitors, is another important aspect of an effective overall monitoring program.
1.3 The field of illicit trafficking of radioactive materials is a relatively new concern. Several tests have been conducted to determine the suitability of various types of instruments to this application. This guide will provide a central source of up-to-date information that can be utilized by both end-users and manufacturers.
1.4 Radiation monitors are available in the following types:
1.4.1 Pocket (pager) instruments
1.4.2 Hand-held monitors
1.4.3 Nuclide identification instruments
1.4.4 Package (luggage) monitors
1.4.5 Automatic pedestrian monitors
1.4.6 Automatic vehicle monitors
