    1. Rationale

    Rationale: This ballot is being issued to delete references to Practice C 924, which was withdrawn, and to change note about air loss versus water leakage to be in correlation with Test Method C 1618 and other Standards. Take note that C 1103 is an air or water testing Standard. Also, Sections 8.2.6 and 8.3.6 state that Use or failure of the joint air (water) test shall not preclude acceptance by appropriate water infiltration and exfiltration testing (see Practice C969), or other means.
