    1. Rationale

    It is suggested to change from a 12 month base line to a 3 month baseline. Three months of data is sufficient to provide an overview of general purchasing practices of the supplier. Gathering more than three months worth of data on purchases is excessive and a barrier to adoption in terms of time and resources to demonstrate compliance. In addition, there is not support that the additional months of data provide any new or additional benefit.
