    1. Rationale

    C1329 has two distinct requirements that make it different from C91. These are a flexural bond requirement and air contents that differ from C91. The flexural bond requirements are the key factor that define Mortar Cements acceptance by model building codes and construction specifications. These requirements ca be met without limiting air content to the air content requirements presently in the Standard. An increase to the maximum permissable air content of Mortar Cement can serve to improve workability, thus improving performance of walls. Decades of performance also prove that the air content of mortar in ASTM C91 Table 1 produce excellent walls when good workmanship is employed. This ballot will raise the air content of mortar as defined by Table 1 of ASTM C1329 to the levels of ASTM C91 Standard Specification Table 1. This ballot will
