    1. Rationale

    In the ballot to reapprove the standard, the subcommittee chair only included the non-controversial items, and failed to submit the already prepared ballot item that made more than editorial corrections. This work item includes revisions to clarify the requirements for determining the thickness of the foil by weighing, and changes two notes into numbered sections. These notescontained material that did not meet the Form and Style requirements for note material.
