    1. Scope

    This document shall create a standardized test method for the evaluation of ballistic shields against a single threat. It shall describe a methodology to evaluate the shields strike face as well as a methodology for evaluating the performance of the common elements found in a shield design, e.g. handles and windows. The document will assume that the test is taking place in a well instrumented laboratory that is capable of performing a ballistic test. As such, the technique for firing a projectile and measuring its velocity shall be outside the scope of this document. The document shall be limited to the evaluation of a single round/threat. As such, establishing a performance level which is commonly defined as providing protection against multiple rounds/threats shall be outside the scope of this document.

    No standard currently exists which specifies the manner in which ballistic shields shall be tested. However, it is known that manufactures are currently evaluating the shields they produce using both internally developed test methods and test methods suggested by independent test labs. However, without a notationally accepted standard it is not clear how the shields were tested and if shield features like windows and handles were specifically targeted to ensure they were providing sufficient protection to the officers.
