    1. Rationale

    The Task Group was formed in Spring 2009 with the following mission: To facilitate the development of a Standard Practice for Enclosure Commissioning that reflects the technical depth embodied in ASHRAE Guideline 0 (The Commissioning Process) and NIBS Guideline 3 (Exterior Enclosure Technical Requirements for the Commissioning Process) while also translating that information into a concise, authoritative, and technically sound document that clearly defines the BECx process and firmly establishes the level of service required to qualify as BECx under this standard. Following publication of the ASTM document in 2012, ASTM International and the National Institute of Building Sciences entered into a memorandum of agreement (MOA) As part of the MOA, and in support of the E2813 document, NIBS Guideline 3 would be developed and published as an ASTM standard guide by ASTM Subcommittee Task Group E06.55.11. That work item will be balloted this month. In addition, in 2013, ASHRAE published Standard 202-2013 -- Commissioning Process for Buildings and Systems The following revisons will reflect the ongoing efforts to align the NIBS and ASTM documents, to reference the current ASHRAE document, and to address editorial changes.
