    1. Rationale

    Section 1.1 defines the scope of this standard. This section refers to installation of flatjacks into saw cut slots in masonry mortar joints. While it is common for slots for this testing to be cut with saws, there are other acceptable means of creating slots such as stitch drilling and using an oscillating blade plunging grinder. Similarly, Section 6.3 describes the means of creating rectangular slots for flatjacks exclusively using the stitch drilling technique (overlapping hammer-drilled holes). However, the use of an oscillating blade plunging grinder is also acceptable for this purpose. This ballot proposes to replace specific language about slot formation with more general language that permits the use of new types of tools. A similar ballot item is proposed for the corresponding language in ASTM C1196-09, In Situ Compressive Stress Within Solid Unit Masonry Estimated Using Flatjack Measurements.
