    1. Rationale

    When the ballot to add paragraph 7.2.1 was being prepared, the text copied from an older version of D4483 inadvertently included a sentence that should have been omitted. Alan Veith voted negative on the ballot because of the included sentence. Alan agreed that the paragraph was needed and volunteered to withdraw his negative so this could proceed to publication with the paragraph on the condition that another ballot be submitted to remove the erroneous sentence. The chairman of D11.16 agrees that the sentence should be removed.
