    1. Rationale

    The recent ballot revision approved in the November 2013 cycle included revisions to Table 3, Chemical specifications for MgO Type 2 powder. The specifications were considered acceptable in the revised form, but there is an aesthetic problem because the implied limit for Silica is less than the explicitly stated limit. The maximum limit for SiO2 (or any species) is implied to be 3.0% because of the minimum MgO requirement of 97.0%. However, the table limit states 3.5%, which is a functionally moot requirement.
