    1. Rationale

    The modification being proposed is to extend the mandatory factory proof hydrotest (6.4 Soundness) diameter from the current 54 to 96 to better reflect industry capabilities and assure the highest quality. The proof test pressure up to 54 shall remain as current at 2 times class pressure. For larger diameters, the proof test pressure shall be 1.5 times class pressure to control end thrust pressures based on industry equipment limitations and to minimize safety risks.
