    1. Rationale

    The presently published version of F1930-13 needs modification in order to present the information in a logical and consistent manner. For example, as written the section titled Apparatus contains calibration procedures; the section titled Procedure lacks information presented in the section titled Apparatus and is not presented in a logical order for carrying out the test. In addition, wording, such as exposure energy, incident and absorbed heat flux were not used consistently. Finally, minor rewording was done throughout the document for clarity and consistency.
