    1. Rationale

    Sub Committee J01 D02 approved a ballot for the revision of ASTM D1655 Standard Specification for Aviation Turbine Fuels during the May 2013 meetings in Berlin Germany. The objective of this ballot is to include wording in D1655 which references and allows for the use of the Joint Inspection Group (JIG) MSEP Protocol (JIG Bulletin 65). This protocol provides a standardized approach to evaluating the significance of low MSEP in the distribution system. It also provides an optional mechanism for avoiding supply distributions created when MSEP limited to certain ranges is the sole reason why product movement has be halted. Though it does provide limited flexibility to evaluate and release fuel with low MSEP, the use of the protocol is still predicated on mutual agreement by suppliers and users on a case by case basis and can be retracted at any time. The use of the prior version of this protocol, JIG Bulletin 14, is already included in Defense Standard 91-91 Jet A1 and is thus already accepted by airlines and airframe/engine OEMs. The latest version Bulletin 65 has been enhanced to give clearer guidance for its intended use but the core concepts remain unchanged. Its inclusion in D1655 will assist in the larger harmonization of D1655 with the other globally recognized standards that allow the use of the JIG MSEP protocol.
